COURSE OF PROCEEDING

  • Static and architectural projects are belonging to the existing building provided by applying to Development Directorate and Directorate of Land Registry.
  • In order to receive the Building Earthquake Risk Report, the existing projects, land register, photocopy of the identity card, the Independent Section Plan obtained from Directorate of Land Registry to apply with, the licensed institutions of the Ministry of Environment and Urban Planning.
  • Preparing of The Earthquake Risk Report and delivering the Ministry of Environment and Urban Planning.
  • The Ministry analyze that report in a few days. According to report if the building is in a risk (risk by the earthquake), notify the risky building to Land registry and announce to owners.
  • In 60 days after the announcement, prepare ‘’Building Common Decision Protocol’’ with 2/3 majority of owners. That protocol states how to demolate and rebuild the builging. If its not demolate in 60 days, Ministry gives 30 days more. If still not demolate, it demolates by Local Authority. If demolation is not occurs, the Ministry will demolate the building. If demolation made by Local Authority or Ministry, the expenditures announce to Land Registry. The Land Regisrty collects expenditures from owners.
  • The prepared Building Common Decision Protocol applicate to Ministry of Environment and Urban Planning with petition. Owners who not participating to agreement’s ownership shares, from the Ministry determinated values sale by auction to owners who provide an agreement.
  • If sale does not occur, this ownership shares, with Ministry demand, established the market value paying by Ministry, registered to public treasury.
  • If owners build by contractor as on their own they applies for credit to financial institutions agreement by Ministry.
  • If owners build by contractor as a flat for land method, owners applies for rent allowance. The rent allowance monthly payment in max. 600,00 TL for 18 months.

FINANCIAL SUPPORT

RENT ALLOWANCE

  • AFor housing or workplaces evacuation with agreement from avucation date to delivery date, if its possible temporary housing or workplaces allocation if not possible monthly rent allowance can be made by the Ministry.
  • Monthly rent allowance can not be more than 600,00 TL and allowance time 18 months.
  • Monthly rent allowance every year updates by TUIK.
  • First five month’s allowance can be paid in advance because of rent mobilization expenditures.
  • Ministry might be the rent allowance by determined ratio to hirers.
  • Rent Allowance applications;
    Field of application area, stating related decision of risky area or reserve area and Land registery to related institution,
    Risky structures outside of the application area, risky building report and related land registery made to the Ministry of Environment and Urban Planning.

CREDIT SUPPORT

  • Banks credit’s interest payments calculated and paid by Ministry. After informing the payment occurs from account.
  • If beneficiaries do not pay credit loan the Ministry freeze interest payment support.
  • Ministry’s credit support consist of only first calculated interest ratio otherwise capital risks and delayed credit interests belong to the bank.
  • The housing credits with annual 4 % interest ratio from contracted banks. The Grace period can be max two years, in total max ten years.
